Compliance Director, Easylink
Role summary - Payoneer is looking for a Compliance Director, Easylink in China to join our extremely fast-growing global Fintech business. The ideal candidate will be comfortable in a fast-paced, multi-tasking and high energy environment. This position helps set the strategic direction of the compliance program for Payoneer in China and is responsible for the implementation of the policies, processes, and tools to ensure the regulatory, financial and reputational risks associated with compliance are mitigated. The role demands a proactive and strategic leader who can anticipate where issues may arise and who stays ahead of regulatory expectations. They will be required to make sound, judgment-based decisions and answer complicated compliance risk-related questions in order to ensure appropriate controls are in place to mitigate risks.

What youโll do
- Be appointed as the Head of Compliance under the China entity in Payoneer group, and ensure compliance with the relevant People's Bank of China (โPBOCโ) regulations relating to Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) risks, sanctions and other regulatory compliance under the Non-Bank Payment Institution licence, and report/liaise with China regulatory bodies as necessary.
- Build relationships, trust and confidence with key internal and external stakeholders, including executive leadership and regulatory/governing bodies through proactive communication, timely reporting, and consistency.
- Establish a strong compliance culture and controls mindset across our China office while supporting the strategic growth of Payoneer in China Develop and update local policies, procedures, and processes that supplement our global policies and procedures
- Develop and work with the relevant training team to conduct compliance training for colleagues involved in the China business.
- Manage the annual routine compliance audits by external auditors and any regulatory inspection and build and maintain strong relationships with relevant regulators, authorities, and industry peers, including any PBOC cross border RMB/SAFE matters.
- Work with the broader teams to ensure regulatory expectations regarding operational risk management are understood and addressed.
- Manage escalations from Operations teams relating to KYC, onboarding and Risk Investigations
- Provide guidance and advice associated with compliance in relation to business expansion (new products, product expansion)
- Lead the development and improvement of transaction monitoring channels for Anti Money Laundering, Sanctions, Fraud and KYC to enable effective Financial Crimes Compliance
- Lead change; resolve conflict and assist in the interpretation of China regulations and their application to the business model of Payoneer in China
Who you are
- Bachelor's degree with relevant work experience (e.g. preferably appointment as the Head of Compliance with PBoC of other licensed non-bank Payment Institutions in China)
- 10+ years of financial experience in the compliance, risk, AML/CTF or Sanctions Screening disciplines, including at least 5 years in compliance at a licensed payment institution in China.
- Certified Anti-Money Laundering Specialist (โCAMSโ) certification or equivalent is preferred
- Has a comprehensive understanding of AML/CTF/sanction/risk controls, and also other regulatory compliance requirements required as a Non-Bank Payment Institution
- Experience in building and leading a team with a proven record of results
- Strong investigative and research skills
- Strong professional presence to support regular interactions with senior management
- Able to work in a fast-paced, deadline-driven environment
- Excellent interpersonal, verbal, and communication (including presentations) skills
- Proficient computer skills, especially Microsoft Office applications
- Familiarity with compliance requirements imposed by PBOC, State Administration of Foreign Exchange (โSAFEโ), NetsUnion Clearing Corporation (โNUCCโ), and/or China UnionPay (โCUPโ) including but not limited to familiarity with Regulations on Non-Bank Payment Institutions and cross border RMB/SAFE regulations (with hands-on experience)
- Fluent in both Mandarin and English
